Chula Vista, California

This full basement building, the 17th of its type, was completed
on an unprecedented time schedule. Proactively, a winterization
plan was implemented. It allowed uninterrupted construction
throughout torrential rains that crippled all other projects in town.
Despite severe time and budget constraints, the project finished
three weeks early, under budget and without cost overruns,
which all other facilities had incurred.
